The report proposes to constitute a paneuropean space for young scientists in order to fight the « brain drain ». Regional, pan-European and international cooperation among institutions of higher education and research and industry, and short-term and long-term mobility schemes, should also be promoted to improve the research capacity and foster excellence among young scientists.
